P0654 & C0236 Engine RPM output malfunction

I have a T/C light on and a Service Traction Control System on my DIC. The Tach works but my reader sees no RPM's when looking at the TCS. Any ideas? Yes I know, check the wiring pi 10 etc. but nothing says where to check and I don't have breakout plugs.
