Overheating

Currently I'm having problems with cooling fans. They are coming on with air conditioning running and off when the air conditioning is off. So the car ends up overheating. Does anyone have any suggestions? Thank you
 


With the a/c on, the car will not, rather, should not, get to the temp required to turn the fans on, even when sitting in hot traffic.
Stock fan "on" temp is over 212, just under 220f IRC, without the a/c on.
