that defeats the purpose and sometimes makes them worse because then you get blinded by the bottom reflector that is now pointing up into the sky.
 
I have mine in black housings and I love the output....also haven't had anyone flash yet, but my high beams are pretty useless. Which reminds me to change color...

I put my ballasts behind and under the two air shrouds that direct air into radiator, kinda in between the headlight and upper grille on bumper support.
