If you work at a speed shop they could probably fab up plates from scrap metal or something cheaper than ZZPs price.

Also so your telling me that if I go out and do a good MAF tune or SD tune with my HPT add some timing im not gonna make more power from a PCM tune??

I am, you're better off investing your time in doing some side jobs so you can buy some ported heads, or headers, or intercooler or invest in E85. Perhaps a cam even.

Anything other than just a tune on a 3800.

It won't net you anything if the tune is already setup correctly.

so is 3.97V good for the TPS? or is it on its way out the door?

I already told you what the ideal values were for 0% and 100% and how to adjust.
 
so take the sensor out and turn the spring on the inside? I need to buy special bits to take the screw out?
 
You loosen the screws, and clock it without removing it until it reaches both below 0.40 V at no pedal and above 4.0 V at full pedal depression. If you can't achieve that, check for 5V in, bad ground or faulty sensor.

You will likely need tamper resistant torx to take it out. Might not, but they'll still be torx.
