Odd Electrical Issue maybe Ignition Switch? 1997 Grand Prix GT

I been having an issue recently that has been something I am not sure of what is causing it. The issue is that when I turn off the car and lock it , etc and I come back the DIC or Information Center in my 1997 Grand Prix GT is blinking and if I have left the AC or the fan on any level it would be running.

I had remembered to go ahead and turn that off so that it doesn't drain my battery but today I forgot and when I was coming up to my car I realized the battery was dead.

The thing is nothing else seems to be coming on, the DIC flashes 0.0 for what it is currently on which is the fuel gallon used since my gas gauge is screwy too and the AC fan. No stereo, no other accessories that I can see come up. The key is on off position.

Anyone seen this issue before? My car is getting old from when I purchased it 5 years ago and getting tiresome of the odd gremlins. As well if anyone has any information on the fuel issue let me know as well.

No the car will only start with the key in as normal. I went ahead and tried just now since it was doing the same thing. I attempted to turn on various things to see if anything else had power to it, wipers would not come on, couldn't move it out of park or anything. Radio is off, only the DIC is flashing and if you turn the AC fan on to 3 or above it comes on, because I think I have a resistor issue as well since 2 and up did work before.
 
Well I finally got around to changing out the resistor since it happened again today and I left the fan on. Though that fixed the issue of the fan going only 3-5 it didn't however fix the issue of the fan being on while car is off. I took a picture of the DIC to show what it appears to be doing when the car is off. It will stay off then after about a few minutes pop on flashing like the picture and if the fan was in a position other than off it will run and kill the battery.

Anyone have any idea what may be causing this? I am leaning towards the ignition switch or ignition part since it controls a lot of things.
 


Anyone have a good guide or a thread on the forum in regards to replacing this on a 97 Grand Prix? I found a few articles online but want to find something that I hope works correctly.
 
its not all that bad really. ive been in there twice on my car. once for the multi switch and then again to do the clock spring.

i also bought a used column and stripped it down and took all its parts, (put most of it on my car) even the lock and key and the harness. all came off rather easy like.
 


Finally got around to changing out the ignition switch and used the URL above and now everything is working as it was before. Though I still have some gremlins to figure out. Looks like whoever had it before me did the Relay Fix but I opened up the old one and found two contacts that were covered in carbon and likely the culprit.
