O2 sensor after cat

On my1999 Durango the rear o2 sensor did nothing with fuel or timing cuvers. So people on dodge forums.com just zip tie the rear o2 sensor to the frame. And it wound throght codes. Can this be done on a 1998 gtp I want to remove the cat. I know that most of you say just get another one but I don't have the money. Sorry for the jumbled mess but I'm on my phone and in a hurry so please bare with me
 


all right but that what i thought the rear o2 does not control anthing besides if the cat is working right, so these cars its 100% safe to remove cat?
 
Some 01+ cars have an issue that when you remove the cat they continue to run the cat diagnostic and run extremely rich.
