No start

So got the 99 GTP all wired back up and ready to run. All fluids back in and everything but the car won't turn over.

I have basically narrowed it down to the signal wire on the starter. There is power to everything in the car and outside. There is power going to the starter, but the signal wire, (little purple wire), just has no power going to it.

I touched a screw driver to both posts on the starter and it clicked but didn't try to turn over.

Any thoughts?

Put it in neutral and it started

maybe the shiftier just needed to be cycled. sounds like its all done. just make sure the cable is clipped on right.
