No power steering at any speed!

I have a 2002 (without magnasteer) GT that seemingly has lost all power steering. I can barely turn the wheels at low speeds
There is no noise or fluid leaks from the pump or rack. Fluid level is full.
Before jumping in to replace either, does anyone have a recommendation for how to troubleshoot either of these? Are there any checks I can make to narrow down the root cause?
