No HVAC or cooling fans

I just picked up an 04 comp G. I've searched everywhere but can't find my answer. It doesn't have the dual climate control. I have nothing at all, no blower no AC, the mode doesn't change. I get the little yellow light next to the AC button but I don't think the compressor is cycling. The blower motor works it was jumpered to a toggle switch. So I was wondering if anyone thought it was the blower motor control module or if it was the HVAC control module. If i scan it what codes should I look for? Also when the PO jumpered the blower motor it set the SES light, the code is for the cooling fan relay control circuit. I was messing with it when I got home and I think all they did was put the relay in upside down... But I haven't verified that. After looking I don't think the two issues are related. I appreciate any info I can get pointing me in the right direction thanks!
 


I gave them a visual. I just got the car last night. I'm gonna get my power probe out tonight and mess with it. I'm not a newb mechanic and very good with electrical. Just figured there might be a quick fix. My 99 would set the same fan code when I had a wire hooked up I could ground and make the fans run.
 
Cooling fan is fixed. The CEL is off and the fan comes on. All I did was remove the relays and flip the one over... Now to tackle the HVAC system. I got the pinpoint test just gotta run thru it this weekend.
 
Ok update! fixed the cooling fans. The fuse wasn't blown but was broken. HVAC system, AC compressor fuse was missing... The main fuse blew for the HVAC system. The PO had some ridiculous toggle switch bypass thing going on rather than replace the fuse (face palm). They also removed the blower motor resistors and discarded them (double face palm). So a trip to advanced auto and $50 later that was fixed. In the process of replacing them I broke the capacitor. So now I have high blower all the time but that is better than the 4-60 air I had before. Just pull the fuse, ill get another capacitor and fix it. I then sucked down the AC system and recharged it. But she's good to go now even got a fresh pan full of Mobil 1! Ran out of time to change the plugs, theyre originals with 67k on them. Id just like to say, A black car with black leather on a 90* day with no air really really sucks!
