No 3rd gear?!?

So I just got this 97 gtp s/c, and at 40 mph I am running approx 2500 rpm. Turns out it is in second gear. It will go into fourth at about 45-50 IF I let off the gas, if i just keep accelerating it won't shift either (only tested this to 4200 rpm. Any ideas? Oh it has 203k but unknown if original tranny
