New trans install question

I just had my newly built trans shipped to me and I'm ready to do the install. The builder shipped the trans with the torque converter mounted but the trans and TC are completely dry (no fluid). He told me to not remove the torque converter to fill it, just start the car in neutral and add fluid as the level drops.

2 questions:
Is this an acceptable way of doing it?
How much fluid does a bone dry trans and TC hold?

I have always heard you should prefill a TC. however I do know a couple guys that didn't.

To compromise on that, I'd install the trans dry.. then fill with 8 quarts. (8 is approximately a pan drop for service amount). Then fire it up and fill to the top of the hatches, runt it through the gears and check the level.
 
Most likely the suggest you don't remove it, because it can sometimes be a pain to ensure it's back on teh stator properly w/o hurting seals etc.
