NEED SOME HELP...possible map issue?

I was getting 16.4lfts at idle, and low speed cruse and deceleration. I found a vac leak at the LIM to EGR tube where it meets the EGR(the tube was cracked in half). I replaced the tube and Bingo no more Idle 16.4lfts or slow cruise Pegged LFTS, But anytime I'm cruising and off the LFTS peg. If I coast to a stop the Lfts go to a more normal value as soon as I hit Idle and stopped. Im attaching some scans to better understand whats going on. I'm thinking maybe a map issue? Ive also noticed that when the lftS peg the timing is ALWAYS 16.0 degrees. Only known issue is that the EGR pipe that meets at the header has a exhaust leak. (Small)

NannyLog(05.12.2010_16.18.24). from GPGT01 -- Scan Depot dot net This one Im slightly accelerating and letting off to cruise and then accelerating repeatedly.

NannyLog(05.09.2010_01.01.08). from GPGT01 -- Scan Depot dot net WOT Pull (starts in 2nd gear around 40-50 mph and goes to 100mph or so. (before vac leak was fixed)

EGR to header leak gone.Put in a new map.....Still getting 16.4LFT's when i let off the gas..lFT's are fine at idle. IAC's in the 50's so no vac leak:th_shakinghead2::(

And still tossing a p1133 code
 
I failed emissions because I cleared the code and ran the car for awhile went in and got the not ready fail....Im seriously thinking of selling the car:th_nervous:. I cant figure this out. Ive replaced the 02 Ive sealed all exhaust leaks. Ive changed the 02 extension.
 
Welp im deleting the code setting it on number 3 ses is checked. I hope ill still run the tests so i can pass emissions setting it like this
