just wondering what should be done with the downstream 02? does it really matter? or can i just leave it off

You can leave it off on your 99 and deal with the check engine light if you want.

Or just leave it in the exhaust and deal with a check engine light if you arent running a cat.

Or try a non fouler trick.

Or get a tune and delete the codes.
