yes. from the factory, one is adjustable and one is not so you can set rear toe. some of the performance ones were both adjustable so you could set camber/caster somewhat as well.
The one showing in your pic is the adjustable one.
you should be able to just change the end link. you'll need an alignment when your done. if you do the whole arm or end link. pretty sure theres a bushing on the other end of that rod too.
