Mystery oil leak

My dad, who is a pretty good shade tree mechanic & was a mechanic on the Navy's jet engines, said that when a water pump goes bad, it leaks from the weep hole on the bottom... But my leak is on the top?
And i checked the elbow, it appears to be a-okay, unless it doesn't want to leak at idle.

weep holes a weep hole, top or bottom, if coolant comes out of the hole its dead.
