Locking cherp not working

So, My brother has a 2000 GPGT and has the stock alarm on it. When he locks it, the lights flash but the horn dosent cherp. The horn works on the steering wheel and the panic button works, but not when you lock it. Any ideas?

someone turned it off via the MALL PGM fuse function.

read the owners manual for more detail.
