Kinda new to body work



Well, if there is no body damage, and the car has been sanded, then primer, tape, and something to cover the wheels, windows, underhood stuff, etc.

Now if you mean to do this yourself, the same as above, and a means to spray the primer (either a compressor, gun, and necessary accessories) or a **** ton of rattle-cans.
 
The entire fender, or a part of the fender?

The entire fender, either remove it, or tape off the adjacent panels, and sand the whole panel with 400grit or so. Clean the panel very well, and allow to dry. Then apply the primer in light coats, allowing the proper amount of time between coats. After full coverage, wet-sand with 400grit. Then follow up with another wash and dry, then paint/clear.

If it's just a trouble spot (dent/scratch that's been repaired) then you need sand the area, and sand a few extra inches in every direct. When laying the primer, you need to feather it, so that the heaviest amount is in the center, and it gets lighter as you go out, to help blend into the surrounding area. Same deal with the paint/clear.

looks rusted in the front so the underside must be starting too?

go with a aftermarket steel hood from keystone.
