Is this how the heater core works?

I am looking at buying a GP with no heat.

The owner said he flushed the coolant system with water and never installed the themostat back in the vehicle and claims that once a thermostat is installed the heat will work again..
It was his beleif that the thermostat opens passage to heater core?

I thought there was a seperate valve for that, could thermostat missing prevent heat from working?
 


have you seen the car in person?

i would try to see if the heater hoses are hooked up the heater core, it could be a blend door actuator or air in the system, the car should get heat with no t state, if the temp gauge rises, it should have heat.
