Well, yes. They are vastly better trained and more stringently licenced than drivers over here. Which again, in my view, suggests another reason why their numbers are better than ours.

in most european countries you have to prove you can drive, and 1 ticket can cost you your license for good, not to mention the cost of a license there is astronomical compared to here (in Germany it's about $2500 I believe)
