Instrument Panel Out!!!!!

I have a 99 pontiac grand prix. The instrument panel went out and blew a fuse. I noticed a burning plastic or rubber smell from the passenger side fuse box area at the time. I changed the fuse and the lights still didn't come on. I took the instrument panel apart and changed the bulbs,still no lights. Fuses are fine. Any suggestions???
