Moving down in pulley size is the most effective way to increase horsepower. The question is how far down in pulley size can you go for any given amount of mods. I wrote this up a couple years ago. Check it out.

The supporting modifications required to run a smaller pulley are designed to free up the intake and exhaust, thus moving the powerband up, thus increasing hp (even without the drop in pulley). Adding the pulley on top of those supporting mods will indeed add horsepower, a lot of it.Thats the most effective way to increase torque, not HP.
Thus the supporting mods which open up the exhaust in addition to the intake. And you're almost always going to see more torque gain than HP due to the nature of the roots blower.agreed, but unless you have a means to evacuate the additional air, you're probably going to net more torque than HP.
