I cant figure this one out...

On start up, I shoot up to 2k rpms for a second and then creep down to about 1200rpm. In gear, i sit right around 1k rpms. I have played around with my target idle and it has made no difference. I checked for a vac leak and have found nothing. Unplugged the maf and again... no change. Just wanna see where to go next here as far as figuring it out (pcv/IAC maybe?) before just throwing money at it. Other than this the car runs fine it is just annoying.

If the IAC moves at all chances are it probably works make sure it doesn't stay at 185 all the time or u need a new iac. You said u checked for vac leak did u use carb cleaner? Or eyes? Lim, t fitting under sc snout, tb gasket, vac going to your map sensor are main places to look also what is your map reading
