High idle; car keeps moving

My car likes to idle @ up to 2400RPM's. Sometimes when driving I let off the gas & the car keeps going, as if cruise control were on. This is making braking on snow & ice treacherous.:th_crossbones1: I'm not sure if this is being caused by a bad TPS, vacuum leak or the freezing weather we've been having here. I've only seen this happen when the Temp drops below 30. Any ideas?

make sure throttle body is all clear, may be getting caught on some crap whenever it opens up

isnt the typical cold idle still only 1500?
