Hi/Low Beam criss cross?

Hey, I have a 97 GP GTP, I installed some H.I.D. look alike bulbs in my car, ya know the ones on eBay for 12 bucks... Well I just restored one of my headlights, I've noticed that my drivers side lamp is noticeably brighter than the passengers, when I flick on the Hi beam both lights look to be in low beam mode. Can someone help? Fuses are a OK.
 


My gtp has one light that looks brighter than the other...I cant remember which one it is though. Its not noticeable when driving, so I said F#$@ it. :)
 
It's possible that you have to adjust the lights to aim them both at the same level. Or the bulbs are bad.
