HELP!

just put a socket wrench(not sure what size) (with longer bar for leverage) on the tension pulley and relieve the tension,(there's a spring inside it) while doing so use your free hand to pull the belt off, then let off on the socket wrench slowly till tension pulley comes to a rest.

i'm assuming you mean for the radio....this is due to your previous power loss.
How to unlock:
do you know your code??? if not contact your dealer.... if you do, enter your secret code as follows, pause no more than 15 seconds between steps...
turn your ignition on. LOC will appear in the display.
press MIN and 000 will appear on the display.
press MIN again to make the last two digits agree with your code.
press HR to make the first one or two digits agree with your code.
press AM/FM after you have confirmed that the code matches the secret code you have written down..the display will show SEC, indicating the radio is now operable and secure...
if you enter the wrong code eight times, INOP will appear on the display. you will have to wait one hour with the ignition on before you can try again.

Sorry to hear of all the problems. Hope it all works out for you. Wish I could be of some help. Def need to do something about that dealership.
