Help with ballast

so i just got a set of projectors and they worked fine for about 15 mins then one of my lows went out i thought it was the bulb at first but came to realise it was the ballast when i switched them. Anyway when i connect the bad ballast the light will come on for a second then stay off, is it supposed to do that and th ballast def needs to be replaced?

let me rephrase that. Is there anyway to fix the ballast without getting a new one if i am still getting a quick second the light comes on?
 


doesnt say the number is 10R-022827, i have it opened up and the compaciters look good ima start testing the resistors to see if anything is burnt, although the board does smell a bit burnt (kind of like a burnt battery)but ive never opened a ballast befor so i dont really know if thats what they are supposed to smell like
 
found the burnt resistor on first try lol

actually 2 they did a **** soldering job and crossed circuits and blew out 2 resistors

you should contact the manufacture and tell them what you found, maybe they will send you a new one
