Go with a dp or pcm. If you build your own intake you would still have enough for the OBX headers on ebay. I have never used them, but I have not really herd anything bad about them. I plan to buy some this winter to try them out.
 
Personally with $350.00, I'd build a Fenderwell intake like you had said. Get a set of colder range spark plugs (Autolite 605's or NGK TR55's), 180* T-Stat...both of those will run ya like $20 total. Then I would spring for a 3" DP (catless) with the U-Bend deleted. Those are normally about $150 new from ZZ Performance. Then you get a $50 rebate for sending your converter back as store credit (which then you could use to buy the plugs and t-stat from them lol)

Then I would go get a PCM. 3800 Performance - high performance aftermarket car parts for your Grand Prix, Monte Carlo, Impala, Regal, Bonneville, and V6 F-body!! has the DHP for sale there. CAn't recall a price just go check it out. PFYC - PartsForYourCar.com - Performance Parts and Accessories for Your Late Model Vehicle also has the DHP. After having a crappy ZZP PCM I'd go with DHP hands down for good now.

So...

ZZP 3" Race Bolt-in DP - $139.99 + S&H ($50 rebate for converter)
ZZP 180* T-Stat - $9.99
Autolite plugs - $10.99
DHP PCM - $99.99 +$100 Core Charge (which you get back upon return of your stock PCM)
Fenderwell Intake...whatever you deem necessary

you can get a PCM from INTENSE. make a cold air intake, get a 180 tstat, make sure the fan settings in the PCM are for a 180* stat. a downpipe would be good too
