It could be. Honestly I'd just wait until your front regulator breaks again and check then. I know my 2000 doesn't have it up front but I could have tossed it years ago since I've been through a few regulators.
 
Youre not kidding! I've replaced 5 regulators on this car. Actually, I thought the 5th one was bad and ordered a new one. But it turned out to be a bad switch. I was actually able to disassemble the switch, clean the oxidation from the contacts, and get it working again!
