HELP! cooling fans not running

ok here goes i just bought the car so i dont whats rigged and whats not but my cooling fans are not running. first i already supplied voltage to both fans and they run fine. second i read somewhere that if you unplugged coolant temp sensor your fans should run (they did not ). third i replaced all three relays under the hood and checked fuses under the hood then unplugged sensor again with no results so just to make sure i let it run to about 220 degrees again with no results.

here is the part i dont understand when i unplug the fan connector hanging on top of the radiator from what i understand the middle two wires should be ground (correct me if i am wrong) and the outside two should be hot. so i checked continuity on the grounds with and without cts connected and got nothing. so do the relays deliver a ground? as for the hot wires i get one that is hot with the ignition key with and without cts connected.

the only time it overheats is when i am sitting still for 15 to twenty minutes and even then as soon as i take off it cools too 190 almost instantly so with that being sadi i would think the rest of the cooling system is ok.that is all i know so far and i am still waiting on a haynes manual from the part store so if anyone can help me i would be greatly appreciated thank you for your time.
