help a/c only blows on high?

a/c only works on full speed ...ive replced the blower resistor and the temp. control switch (a/c switch) and didnt fix it...anyone have any ideas??
 


could a bad ground be the cause of this? mine just recently started doing this and as will my dic isnt lit up but its still on..just not lit. im gonna replace the resistor to see but i think my car may have ground problems so if the resistor doesnt fix it ill check that out and let you know
