Headlights wont turn off?!?!

I have a 1999 Grand Prix 2 door gt and I installed a HID kit about 3 months ago. I never had a problem with the head lights. Now 3 months later my headlights come on at start up and stay on the whole time. I dont have day time running lights so I have no clue why they stay on all of a sudden. I also have hid fogs and one of the ballast burnt out on the driver side so the fog is currently not plugged into anything. Would that be causing the problem?

Any help would be greatly appreciated.
