headlights are super dim!

I recently purchased an 01 grand prix. it had minor problems but the price was right so.... here i am. my headlights are incredibly dim and when driving at night i can barely see the road. the headlights are stock, they are all foggy and one of them is chipped a little. i got the whole buffer kit and that did nothing. i have been looking into ordering new aftermarket headlights but i dont want to end up with something just as bad. right now i am driving with my dims and fog lighs on at all times. thats brighter than my bright lights. please help! i have no idea what im doing here...
 


Need headlights 60 bucks at amazon or rockauto. Hid kit 5000k or 6000k from DDM tuning. Instant bright visibility :)
 
mine are dim as well... are the Sylvania Ultra Star lights ( i think that's what they're called worth it?) they don't need to be laser beams, just bright enough to see comfortably.
 
get new head lights.

but if you want to try wet sanding the old ones, (2500 grit paper) and then buffing them. (take them out to work on them) that will clear them up pretty good. the buffer alone cleared my head lights lens up enough to not get new ones yet.
 


I rode in a GP with a retrofit last night and what a difference over just HID's. That's going to be my next move. My HID's just don't quite have the same output the retrofit does.

P.S. - Sorry jeremy i used your car, but its a good example of a 97-03 with retros
