Headlight adjustment screw issues

I have replacement headlights that are retrofitted and my passenger side adjustment screw(the one to adjust the height of the light output) doesnt get as high as I need it to be. Seems that it will get up to a certain point and even though the screw will still turn, the light wont go up anymore. Any ideas on how to fix this?
 


I noticed on my '04 the dip (low) beam has a smaller lens over the bulb, and an adjuster controlled by an E-Torx bolt; can these smaller lenses be adjusted to aim toward the left side of the road... say, if I imported it to Scotland (as an example)?
 
The adjuster is just for elevation(vertical) adjustments.
The cup over the light is to prevent glare(blinding oncoming drivers) and a more evenly distributed light pattern. It can't be adjusted.

I believe you are referring to right hand/left hand cut-offs found in a projector headlight.
The states have a parallel step cut-off, projector headlight beam for left hand drive. Europe has a sweeping, whatever degree cutoff, whether it's right or left hand driving.

But since you have a stock reflector headlight you don't need to worry about it.
