GXP Fog Light replacement

Hi, new to the forums. I just bought a 2006 GP GXP today and noticed one of the fog lamps isn't working. I tried to get at it but once I removed the panel under the bumper I was greeted with a plastic panel which doesn't look like I can remove it. Has anyone else had to replace a fog lamp and if so how did you do it?
 


you have to remove an extension piece thats attached to the bumper. i haven't done this but this is the diagram i have for it. number one in the picture i believe is the piece you have to remove.

I am trying to replace my fog bulbs with xenon blue bulbs, and i removed that #1 tab attached to the bumper to access the fogs, and under that tab there is another black peice of plastic that has slits in it in the shape of the square. I am assuming you have to cut it on the lines so you can get to the bulbs then just put the tab back up after?
