Fuel pump bad?

I have a 99 Grand Prix 3.8 non super charged.

The fuel gauge does not work and I have been monitoring my fuel via the digital consumption readout on the center consol. I let it get down pretty low, to probably about 1/2 to 3/4 of a gal. I parked on a slight hill, about 4% and the next day she wouldn't start. I added about 4 gal of fuel but still no love. I can here the pump kicking on when I turn on the ignition and it will crank but acts like it is just not getting fuel. I sprayed some starting fluid into the intake and it kicked over but died as soon as it burned through that.

Ideas? Fuel filter perhaps picked up some gunk when the tank went low? Burned out the pump?

check the fuel pressure regulator. pull the vacuum line off it and see if fuel dumps out, if it does, then its bad.

as for the fuel gauge not working, that is the fuel level sending unit. Easy fix if your somewhat handy with cars. Read up on that on this site for directions and tips.
