Front inner fender hitting strut over bumps

For a few years our 08 Grand Prix has a clunk/popping sound when going over bumps at times. Started after she hit a hug pot hole. I have replaced lower control arms, tie rods, and sway bar links and all needed to be replaced but none fixed the issue. When jacking up the car this weekend I think I found the problem! The inner fender in the drivers side behind the strut is hitting the strut. It is bent down a little. I can not find a mounting point to get it so it does not hit the strut over heavy bumps. I have searched and I can not find anyone with this issue. Thought I would post in case I am missing something in a search.
 


Sure. Car is not jacked up so little tight to get in there. This is a shot of what is hitting. It some time get stuck around the spring.

Car is stock. She bought the car as a 5K demo with the owners wife having it before her. It goes from the top all the way down the inner fender.
 
All I was saying is that it doesn't look right. It looks like as Scotty was saying someone ghetto rigged a different inner fender in there.
 
looking up close at that diagram, maybe the liner clips have failed? see if you can lift the liner up or move it side to side. if you can the clips failed that hold it up in place.

Think I am going to take off the tires this weekend and see if I can find something. This is so weird.
