Foglight Problems correct voltage?

i just purchased a 99 grand prix. i got it from some people that butchered the elec system. they had the fog lights wired directly into the low beams.

heres where i am at. at the relay i am getting + 12v with the switch on and thru the other side of the relay i am getting 3V out of the other side of the relay.. the relay is a omiron 8567 and has 4 plugs 86 to 85 30 to 87 with the 8675 down 86 gets 12v and puts out 3 on the opther 30 and 87 get no juice. but fuses are good

wasnt the relay. the wire on the underside of the fuse box was for some reason removed re connected it and fogs work perfect now. thanks.
