Fog light bulbs



If I bought ddm ballasts would they work with vvme bulbs? I have a feeling shipping is gonna be crazy to send back these ballasts to vvme
 
Sometimes the bulbs, When they go bad and ignite they start off at a high resistance but when they warm up from seconds to minutes later the resistance in the bulb drops to near zero and produces an overload incident to the ballast and can cause them to shut down/fail.
