Engine swap now tranny won't shift

Ok I did an engine swap and it's running but it won't shift out of park and the steering wheel won't lock in park? I swapped a 2000 L67 engine and tranny into my 98 gtp
 


I checked and its moving and on... The tranny has no fluid yet but the techs at GM said it should shift into park even if it's low on fluid? The car the engine and tranny came out of was in neutral so I put the switch in park when I reconnected the shift cable
 
Need a lot more info.

Did you keep your engine harness or swap it?
Did you disconnect and reconnect the electrical or cable on the trans?
