Electric fans not working!

Hey guys new to the site. I have a 97 3.8 grand prix that i'm having troubles with the fans not working. All of the fuses are good, relays test good, and the fans work when straight wired. From what i have been reading, one of the fans should come on when the ac is running but neither come on. I have let it run up to a +210 and they still wont kick on. I have tried a test light in the plugin while the ac was on and at 210 but showed no power to any wire. Anyone have any other options i could try?

Yes i tested all 3 relays. Also i have read that one of the fans is supposed to come on when the ac was turned on, but never happens
