Downpipe bolts not sealing downpipe to manifold

I i had to disconnect my downpipe from the manifold but now I cannot get it to seal completely. I tightened the 13mm nuts as much as I think I can,(didn't want to break them), but its still leaking.

Is it mandatory to change the whole bolt and nut to get it sealed properly? And the bolts are welded into the flange so would need to be drilled out from up top?

Thinking to take to a shop tomm so wanted to know if this was feasible to do myself or not.
 


Its a zzp downpipe, if that matters. But Yes I changed it with a new walker gasket just to make sure it wasn't the old thin tin gasket.
 
I thought about that but Both sides look pretty much the exact same. and it did the same thing with the other flat thin gasket as well

Maybe I can get a few more turns out of the nuts if they are heated...
 
They shouldn't need to be heated. I had zero issues removing and reinstalling my ZZP dp several times over a few day period.
 


I tightened up the bolts and that may have done the trick. its still loud as **** but it looks like it pretty much needs a weld after the cat. The flex pipe looks bad as well.
