DIC stays on after car is shut off

If I have the fuse in for the interior lights the dic and heater controls stay on after car is on. What could possibly cause this? 98 GTP
 


Did you add the DIC or did the car come with it? Does the DIC turn off when the lights shut off?
 
The cylinder itself? If it's the switch where is it located and what do I have to do to get it out? I usually don't work on any fwd stuff. The only thing I've torn colums out of is 80s fbodies, my 93 trans am and my grand national

ANyone havea wiring diagram of it?
