DIC Display and A/C Malfunctioning

Ok so I have a little problem.... when I turn the heat on in my car, the DIC display, A/C and headlights simultaneously shut off and come back on and continue to repeat this process in intervals of about 5 seconds. But if I leave the heat off, everything works fine. So if anyone has the slightest clue as how to solve this problem please help me out because not only is it very annoying, I have NO HEAT.
 


Might get a few more views in the general tech section.

Only thing that crosses my mind is a grounding issue.
