dashlight and headlights not working

i have a coworker who said his dash light and headlights won't turn on. sometime it would turn on and most of time not. would this be relay relate problem? he recently install intense pcm when this starting to happen. the pcm wouldn't have any thing to do with does it? it a 2000 gtp. any would appreciate.
 


I am not to good with electronics but with anything start to narrow down the possibilities. If he puts his old pcm in and the problem goes away then one would assume its the pcm.
