Dash dummy light help

good day. on my 04 GP, when i got to start the car the chk engine, seat-belt, and e-brake lights come on and the steering wheel "locks" up, and nothing from the ignition.

then when that dont happen, i start it, it turns over, fires up, and the immediately dies, then goes back to the dummy lights thing again.

any ideas????
