Coolant Reservoir Tube?

Greetings GP Forum,

Newbie to this forum, but otherwise generally automotive knowledgeable.... my brother-in-law has a 97GP (3.8NA) with possible cooling issues. He's losing coolant (one quart over the past two months) from the radiator while the coolant reservoir is full (actually a bit above the full mark). The overflow hose from the radiator to the reservoir is attached and in good shape, but when I pulled the cap off of the reservoir, there was no tube extending down into the reservoir. Shouldn't there be a tube to maintain the siphoning action as the coolant expands and contracts?

Mine reservoir has an outlet or hole in the top side of it to allow air into. There is not tube except for the one that goes from the reservoir to the radiator.
 
Yes, mu 98 gtp has a tube going throughthe overflow lid to the bottom of the overflow bottle, newer overflow tanks dont, and are by the passanger front strut (giving more room for an air intake)
