Comp Cams Re-useable rocker bolts - torque spec?

Is it 11 ft lbs + 90 degree OR 23 ft lbs straight up? How much thread locker & where to put on threads?
Stock rockers if that matters.
 


23 ft lbs...a bead of threadlocker starting about 3 threads from the end. Make sure the valves are closed just for piece of mind.

How can I rotate the engine to make sure? Once I am able to rotate what is the best well to tell if they are closed?
 
Put the rockers on hand tight and rotate the engine by the crank bolt with a 1/2" ratchet or breaker bar. When both rockers are down and wiggly then tighten them to spec.
 
As we discussed in other thread, don't really need to make sure they're closed.

Also make sure the holes are dry and not filled with oil.
 
I know Matt, but like I said, it's for peace of mind. It's the way I've always done it and will continue to in the future just because I'm old skool like that. :D
 


I put q tips in the holes for a day or so & got all the crap out. I appreciate the piece of mind part for sure. I torqued them down to 23 and applied the thread locker from about thread three to thread eight. I also tried rotating the engine as well and I hear a lot of air/fluid sound in my opinion. I checked every single rocker and turning a bit just to be 200% sure.

I also let the lifters bath in oil over night. I cleaned the pushrods them before re-install dipped each end in oil.
