Cold climate engine mileage

Hey guys, up in Minnesota we have had some colder weather recently. I have been driving the same way and distance since August and my mileage just dropped from up around 26.5-28 to 22.5-23. I know winter does cause a drop in fuel efficiency but is this how much it changes on our cars? 148k on the car, fuel filter around 137k and I rarely go above 70mph. So I'm not thinking it needs a filter. Any ideas? Or is it just the cold weather?
 


You can always try cleaning the TB and MAF, and doing a regular tune up with new spark plugs and wires.

But likely its the cold weather and if you start the car to warm it up, thats less mpgs.
