code 1571 question

So I got my ABS/trac off light scanned, got this code 1571, the dealer says its for the EBCM, I replaced it, now the lights sometimes turn off, but immediately turn back on as soon as I start moving. I unplugged the EBCM and used my multi-meter on the ABS wires for each wheel. They all seem ok, the readings fluctuate when I spin the wheels. and I just replaced the front ones. None of the bearings have play. I'm stuck, Thanks.
 


Was the EBCM new? Was it from the same year car as yours? Were there wave washers under the coils and did they get put back in the same places. And i am not sure but you might have to have the tire size programmed.
