Doing the work yourself? Rockers headers 3.4 and port a bit should get you there, I ran a 12.7 with just that some slicks and 200lbs of weight reduction. If i have $800 in mods I'd be suprised.
What could you possibly remove from a 98 gtp other than the spare tire and a jack to reduce weight?

rear seats, passenger seat, center console, floormats/carpet, diagonal braces, cruise control, AC, headliner, door sills, window wipers & motor...etc.

Race gas, 3.4" pulley, dropped exhaust, open cone intake, slicks, weight reduction, and a prayer it doesn't explode the second you hit the gas.
That should do it.

I removed the ABS 5lbs, and no more random abs'ing to a halt when I hit a pothole
the metal bracing under the kick panel 4lbs
the engine lift brackets 4lbs
replaced the dog bones with aluminum turnbuckles was about 3lbs
headers actually are about 15 lbs lighter than manifolds, and no cat is lighter as well.
The sound proofing in the front fenders that just soaks up water was gone as well as the foam and metal in the doors from when i replaced the window motors there is also some foam in the body in the rear-seats that can go. yup 12 lbs from all of that crap and the car is not any louder on the inside with new door gaskets.
Ever go to a concert and turn your back to the stage? nope didn't think so so why not get rid of the back speakers and just get good 5.25" up front that saved about 10lbs
The rear middle seatbelt that no one has ever used because these cars aren't meant for 3 adults in the back? yup 3 more lbs there. when the battery died I replaced it with a 75 series, that saved about 10lbs
Grand am brakes are the same size and all aluminum saved 21 lbs.
Aluminum subframe that will also never rust 26lbs.
Aztek front bumper support also aluminum and will not rust was 9lbs.
Behind the rear seat is a very heavy rubber and foam mat that is about 8 lbs that can easily be taken out with no repercussions.

Wait actually that can go too just leaving the light carpet one behind over the spare that's another 4 lbs.
My company makes aluminum bolts and screws so when I have a non-shearing application I've replaced them. another 3-4 lbs over a car.
Also that plastic gas tank to run e-85 eventually is a solid 8lbs lighter
Just effiecient things and if you looked or rode in my car the only thing you would ever notice different would be the speakers probably.
